主要职能
一、受政府委托起草行业发展规划和产业政策，积极推动行业发展；
二、开展行业调查研究，向政府部门提出有关行业法规和政策的意见或建议，参与政府部门有关本行业法规、政策、标准等的制定、修订工作，并组织宣讲培训和贯彻实施；
三、制订并组织实施行业自律性管理制度，规范行业行为，推动行业诚信建设，维护公平竞争的市场环境；
四、反映行业情况和会员诉求，协调处理会员发生的纠纷和应急事件，维护行业和会员合法权益；
五、根据授权组织开展行业统计，收集、分析、研究和发布行业信息，为政府部门制订产业政策提供依据，为行业提供信息指导与服务，加强信息化建设；
六、依照政府有关规定，创办刊物、网站及相关媒体等；
七、 与有关部门配合对本行业的产品质量实行监督，发布行业产品质量信息，组织开展行业新技术、新工艺、新原料、新产品等推广应用和交流；
八、 受政府部门委托，指导行业质量管理工作，参与承担本行业科技成果的鉴定有关工作，组织项目推荐和科技成果转化、推广工作；
九、培育建设行业产业集群和特色区域；
十、促进行业品牌建设；
十一、经政府有关部门批准，组织制定、修订国家标准和行业标准及团体标准等；
十二、 受政府委托承办或根据市场和行业发展需要组织行业的国内外展览会、投资洽谈会、商贸活动等，培育国内的专业市场；
十三、积极组织技术、学术研讨、交流、报告会，开展国（境）内外经济技术交流与合作。组织开展行业人才、职业技能和其它专业培训，推动行业整体技术水平提升；
十四、代表行业参加有关国际行业组织和国际行业会议，开展国际或地区行业组织间的交流与合作；
十五、参与协调对外贸易争议，帮助会员做好反倾销、反补贴和保障措施的应诉、申诉等工作；
十六、倡导会员履行社会责任，开展、参与各类公益活动，树立行业良好社会形象；
十七、承担政府和有关部门委托的其他任务。
Main Functions 1. Entrusted by the concerning government departments, to draft the development programs of the industries and industrial policies, and to promote the development of the industries;
2. To conduct the investigation and study of the industries, and to provide comments or suggestions on industry policies and regulations to the concerning government departments; to participate in formulating and revising standards and to organize preaching and training to facilitate the implementation of those policies, regulations and standards;
3. To formulate self-discipline rules, to regulate behaviors of the industries, to promote integrity construction for the industries, and to protect the level playing field for the industries;
4. To reflect industries situations and members’ claims, to coordinate the disputes between members and deal with emergencies, and to protect legal rights of members and the industries;
5. To conduct the statistic work among the industries, to collect, analyze, study and publish the industry information and to enhance the information construction, in order to provide basis for the government departments to work out the policies, guidance and services for industries;
6. To operate publications, websites, related medias and etc. based on the regulatory requirements;
7. Cooperating with the government departments, to supervise the product quality of the concerning industries, to publicize industry product quality information; to promote the applications and exchanges of new technologies, processing techniques, new materials, new products and etc.;
8. Entrusted by the concerning government departments, to guide the quality management work of the industries; to organize the appraisement, recommendation and commercialization of the scientific achievements for industries;
9. To breed and construct industrial clusters and the characteristic regions of the industries;
10. To promote the brand construction for the industries;
11. Approved by the concerning government departments, to draft and revise the national standards, industrial standards, group standards and etc.;
12. Entrusted by the concerning government departments, to organize domestic and international exhibitions, investment symposiums, commercial activities and etc., to breed domestic professional markets;
13. To organize science and technical symposiums and seminars, to conduct economic and technological exchanges and cooperation at home and abroad; to organize the trainings of industrial talents, and the vocational skills and other professional trainings in order to raise the overall technological level of the industries;
14. To participate in the conferences held by international organizations, to cooperate and communicate with foreign associations and international organizations;
15. To participate in the mediation for foreign trade disputes, to help members deal with anti-dumping, anti-subsidy issues and etc.;
16. To advocate members to fulfill their social responsibilities, to participate in public-spirited activities, and to establish good social image of the industries;
17. To undertake other missions entrusted by the concerning government departments.
